safety and security in india´s anti-terrorism drive

left to right: Bala and Cherkadi Ramachandra Rao

by Kulamarva Balakrishna

Vienna 30: India has been under a low intensity terrorist war of attack
for almost the last three decades. The country, however, was ill-prepared
because the administration, in particular safety and security agencies, either were not interested or unable to identify the related issues involved. The policemen do not know the policing job, safety agencies like ambulance, home guards, hospitals or fire brigades or other civilian civil defense net works do not comprehend the full implications of their jobs.It is under these conditions politicos and criminals including enemies are working in co-operation naively hoping to have better share of the results of their joint operations. As the country is very large geographically and demographically with a billion plus population they did not make headways. But they succeeded in halting the growth of the noblest polity.
The latest terrorist attack on 6.5 million city of Hydarabad is an example. As the administration aided by safety and security agencies were set busy offering relief work and finding out the perpetrators of the crime, country wide a natural panic developed.A set of politicians sitting in the opposition, wittingly or unwittingly joined hands with perpetrators of deadly violence announced a strike/bandh disrupting the normal life. This at a time when the society is compelled to face the calamity as a single man, united in one team. What is required here is not POTA (prevention of organized terrorism act) , but discipline enforced voluntarily or by law making it a crime any hindering relief and detection work. This should take care of strike for strikes sake politicos. In case of the Hyderabad event, the national opposition Bharatiya Janata Party announced a strike. This attracts it as suspect unit of crime perpetrators. No amount of shouting by the unit´s leaders hoping to gain power through underworld openings should be allowed to work.As a political game partner BJP is obliged to co-operate in safety and security operations. If it refuses to co-operate it deserves to be destroyed. For India is one inclusive of citizens born, naturalized ones, tourist guests, and other visited included deserve welfare in our social midst. That is the responsibility of our polity. We remain today in,although bordered, 21st global century. There is no mistake on that. While internally we keep a watch, we have the responsibility to co-operate in eradicating terrorism everywhere. In some cases we are bound by bilateral agreements. in other cases, multilateral. In yet uncovered areas, we are bound strongly on moral grounds. The survival of human civilization is at stake. We should seek and offer co-operation to all reasonably trustworthy authorized inter-governmental authorities as well as single government authorities. We should work for strengthening global co-operation systems in crime fighting and preventing violence or terrorism in whatever name. There is no middle way in this endeavor. We should succeed in protecting the innocent, women, children, and handicapped irrespective of caste, color, creed, religion or races in particular. As for the administrative agencies, discipline, co-ordinated team work, correct education to the new recruits on their duty responsibilities should be considered as their duty and right in relation to the society which they are intended to serve.

taslima´s tears

Taslima´s Tears
( Issued amended on-05-09-2007)
By Kulamarva Balakrishn
Vienna: I am concerned about Taslima´s Tears. Earlier this
month a mob led by the so called Islamists invaded India´s Hyderabad Press
Club premises, where she was attending the release of Telugu edition of her book,
threatening to kill her. She was saved by her hosts with the help of police.
The police, later however ,registered a case against her on the complaints
of the law breakers that she was set on creating enmity between religions,
even though that was not the case. Taslima in fact was compelled to leave
her country of birth as she stood up to protect the minorities living in Bangla
Desh. As it was, she was already engaged as a medical doctor, in healing
the rape rescued young girls. The rapists were none other than relations
living under the umbrella of South Asia´s extended Muslim families. The
experience also serves to explain her allergy to males in general, Muslim
males in particular. Now she is 45 and all alone, temporarily living at Kolkota
(Calcutta).I remember in 1994, I had applied for a Visa to go do Dhakka.
As it happened I was a professional journalist before my retirement, the
Bangla Desh High Commission refused me entry Visa.My intended visit
to Bangla Desh had nothing to do with Journalism. An exporter of Bangla
Desh
had sought my help to get him and his firm a right business contact.
As I was not given to introduce strangers to my business contacts, I had
asked for an opportunity to visit them on spot to convince myself the
company was indeed sound one.To begin with the company asked me to
fax two pages from my passport. Then I was asked to present myself at the
Bangla
High Commission at Kolkota.When I presented myself,after
making me wait about two hours, I was told I could not be given an entry
permit. I had to cancel my booked flight to Dhakka. When confronted by
the exporting firm, I had to tell them truthfully since in their country there
is no law but primitive Islamic law under operation I could not help them.
It was only natural to Austrian and German importers to retain legal safety
valves, which was not allowed in the then Bangla Desh. The event took
place just a few months after Taslima controversy had broken out the
brave young woman doctor was saved by the intervention of Swedish
Playwrights, Editors and Novelists´ forum. I am happy for the timely
Swedish intervention, an individual of highest integrity in my part of
geography was rescued from the lynch justice of the mob in a neighboring
lawless country.Then I read Taslima´s reportage novel =Lajja= (Shame).
My heart went out for her.In fact I like to adapt her as my second daughter
World Vision fashion without any cash involvement. What she needs is a
sense of belongingness and emotional support, the type Princess Diana
got, that is unrestricted human love. This was followed by my readings of
her translated poems. I my view she is a great poetess.I consider she is the
true inheritor of the legacy of the great humanist Bengali poet, the first
world war veteran the late Kazi Nazrul Islam, who was held in great esteem
both in Bangla Desh and Indian West Bengal. Now I know there are new
muslim bridges being created. These should help women in the Kingdom of
Holy Places. After all it was a woman, his elderly wife, who protected her
=hisband= at the time of his spiritual crisis. When he was unable to withhold
the pressure of new revelations to him in mount =Hira=,which were later to
become the holy book of the new religion, the great woman was his comfort.
She gave him everything. But the religion he established treats women as
second class citizens! What greater living blasphemy Islam can endure?
I think, the Kingdom should make amends to its women citizens.Mothers,
aunts, sisters, daughters and daughters-in-law should enabled to hold their
head high without having to cover themselves under black curtains. That
would be the first step to heal the wounds of soul inflicted on Taslima,
the healing nightingale and great poetess. I am aware Taslima has been
accused of being obscene. It is not true. Truth can never be obscene.
It is the hidden ugliness that is filthy and obscene.Let us therefore make
the guardians of this hidden obscenity account themselves in the first place.
You can help Taslima by appealing to email: presidentofindia@rb.nic.in
for her citizenship and protection.Media friends are welcome to use this
contribution under acknowledgement. (end)

india-u.s.nuclear deal

By Kulamarva Balakrishna
A great deal of noise is made in India about implementing the agreement. The left, meaning the Indian left over politicians of the Stalin and Mao era without controlling their violent forces. They are still behind implementing in their human dignity obligations, like banning men pulling cart loads of men and women on difficult streets like that of Kolkota but unashamedly claim to represent Indian underdog. Beyond them, the so called Naxalites go about in remote forest villages in rampage killing the innocents. This situation is not acceptable, especially the left front is not a part of the ruling party. But on their own they offer support to the ruling alliance on the basis of common minimum programme (CMP) covering internal realities of prevailing poverty. The ruling United Progressive Alliance (UPA) led by Ms. Sonia Gandhi as alliance leader and Dr.Manmohan Singh as Prime Minister is working in the direction.During the last three years of governance, the UPA has achieved in the country a greater awareness of law and order. Election Commission and the Judiciary led by the Supreme Court of India do a good job each in their spare eliminating loop holes.
Now the nuclear issue in particular: some minorities have reservation on nuclear technology on safety considerations.Others like the left front are concerned in protecting the interests of their friendly benefactors like the People´s Republic of China or non proliferation treaty ( NPT) members like Iran. India, although traditionally a non aligned country can not shoulder the responsibilities of friendly countries like Iran since their policy formulation is not done by Indians in India. It is unreasonable for us to interfere in their internal national policies uninvited. It is every country´s right to formulate its policy considering they do not hurt the interests of their neighboring friends.India can expect them to consult where they have doubts. Therefore, Indian Union can not oblige its minority left on its imaginary grievances.
Indian geographic situation is sand witched by two neighbors, who have stockpiled nuclear weapons. They both have hostile histories. Pakistan for that matter is committed to wage a war against India for a thousand years on its irrational claims. The country has been running an undeclared low intensity war against India for decades. At the moment no one is in a position to judge if it is under a democracy or a military dictatorship. But one thing is clear its religious leaders not only are teaching a distorted religion but also providing weapons and training to use them all round.Such an environment is not conducive in creating a sense of security in India itself. Besides, mobilizing financial resources from outside the country, Pakistan has successfully launched a nuclear proliferative campaign with convenient closing of the eyes by the United States. Thus it is the imperative of the United States to peacefully manage Pakistan´s =strategic assets=, an acceptable name for mass destructive nuclear weapons known as WMDs.
A civilian nuclear agreement based on recognition of mutual interests and demonstratively upholding mutual respect should be a solution for restraining the WMDs held in Pakistan. India being proximate to the country, the United States being Pakistan´s closest ally and guaranteer from a remote geographic location have the need to co-operate here. Thus it is very important their nuclear co-operation deal negotiated recently need to be implemented for long term world peace. (end)
