Senator Hillary Rodham Clinton is still very unclear as to how she will put out universal health care to the entire U.S. Health insurance is an important topic in the election, and one which her opponent, Barack Obama, has questioned her on. Clinton has only confirmed that she will penalize those who refuse the health insurance, we just don't know much else
